Bro, just simple logic is that conductors never keep charges inside thwm and rather than chose them to keep at outer surface. now same with dielectric medium . this Is also keeps it charge on the outer surface. And as charge is on outer surface of dielectric medium, the dist is of radius b. therefore the answer is c option
