My interpretation of attainable combination is the result from resource allocation decisions on producing one type of good vs. another type of good.  By making more one type of good (say, candy bars), production of another type of good (say, lollipops) will suffer.  It also illustrates scenarios where the production is inefficient, that you could be making 10 candy bars and 5 lollipops, but instead you only make 5 candy bars and 2 lollipops (inefficient combination)
