I think the right answer should be "b". because in the given process P has greater no of electrons before the outermost electron is expelled. and we all are well aware of the fact that with increase in the no of electrons screening constant increases and so Zeff is lowered to a certain extent, which implies it'd require much lesser energy to knock off outermost electron.
But if we look at the configuration of P before 4th electron is expelled then no of electrons is less, so Zeff gas a much greater value and so IE4 should be greater than the energy required to eject an electron from this process.
