When an ammeter and a voltmeter of resistance R are connected in series to an electric cell of negligible internal resistance, the circuit looks like this:

Where R is an external resistance.

The readings of the ammeter and voltmeter are A and V respectively.

Now, if another resistance R is connected in parallel with the voltmeter, the circuit looks like this:

The effect of adding a parallel resistance R is that the overall resistance of the circuit decreases. - The reading of the ammeter will increase because the overall current through the circuit increases due to the addition of the parallel resistance.
- The reading of the voltmeter will decrease because the voltage across the voltmeter decreases due to the addition of the parallel resistance.

So the effective resistance of the voltmeter and the resistance combination will become less than the resistance of the voltmeter even if R is greater than the resistance of the voltmeter.
