There are two assumptions given. The second one indicates that the traffic jams are due to the large no. of cars. That might be true but the no. of cars will probably be the same during monsoon and other seasons. However if the roads can not withstand the fury of the monsoon, it could lead to accidents, water logging etc and this could be a major cause of increased traffic jams in monsoons.
