INTRODUCTION
Energy efficiency means using less energy to
perform the same task – that is,
eliminating energy waste.
Energy efficiency brings a variety of benefits -
reducing greenhouse gas emissions, reducing
demand for energy imports, and lowering our
costs on a household and economy-wide
level.

PREPAREDNESS INDEX
As part of its commitment to create awareness
about energy efficiency as a resource and also to
develop an action plan for energy conservation
initiatives, Bureau of Energy Efficiency (BEE) and
Alliance for an Energy Efficient Economy (AEEE),
released the ‘State Energy Efficiency
Preparedness Index’, which assesses state
policies and programmes aimed at improving
energy efficiency across various sectors.
The nationwide Index, which is a joint effort of the
NITI Aayog and BEE.

DETAILS
The State Energy Efficiency Preparedness Index has 63
indicators across Building, Industry, Municipality,
Transport, Agriculture and DISCOM with 4 cross-
cutting indicators.
States are categorised based on their efforts and
achievements towards energy efficiency
implementation, as ‘Front Runner’, ‘Achiever’,
‘Contender’ and ‘Aspirant’.
The ‘Front Runner’ states in the inaugural edition of the
Index are: Andhra Pradesh, Kerala, Maharashtra,
Punjab, and Rajasthan based on available data.
Gujarat, Karnataka, Tamil Nadu and Haryana have been
categorized in the second-best category of ‘achiever’
states.

Everyone is aware of that discoms (distribution companies)
are making losses and their AT and C (Aggregate Technical
and Commercial) losses are beyond imagination in some
of the states.
There are certain targets to bring them down.
So, in one way, we are looking at saving energy and cut the
losses.
But, on the other hand, we have to do demand side
management too.
We are looking at how to bring the use of energy in a much
more efficient manner.
We need to generate awareness regarding the steps we are
taking regarding energy efficiency and this state index is
one step in that direction.
