(iv) Evaluate requests (from different implementing bodies, including state governments and Directorates of the Ministry of Agriculture and Rural Development) for provision of financial and other resources in kind for effective response before, during or after the disaster; upon approval, allocate and despatch resources and monitor their utilization.
(v) Whenever emergency or recovery needs exceed existing preparedness capacity, in cooperation with concerned bodies, prepare or revise humanitarian requirements, and following its official approval, launch coordinating action and follow up with potential donors and others for the effectiveness of resource mobilization strategy.
(vi) Facilitate duty free for any sea or air shipment of relief foods and other non-food items as well as obtaining landing rights and waivers for landing fees for unscheduled cargo flights.
(vii) In co-operation with concerned bodies, organize and conduct post disaster and seasonal verification and needs assessments.
(viii) In cooperation with concerned bodies, introduce, validate and operationalise tools and methods.
(ix) Develop, maintain and update early warning and response - related database.
(x) Support the states for effective implementation of the Disaster Relief Management approaches.
(xi) Collect and provide feedback for the improvement of the early warning and response business process.
(xii) Perform other related tasks as and when required.
Ques 2: Define Community Contingency Plan and give two reasons for the need of a Plan?
Ans: A community plan is a list of activities a neighbourhood, community or a group of people agree to follow to prevent loss of life, livelihoods and property in case of warning or a disaster. The Plan identifies In advance action to be taken by individuals, in the community so that each one.

Reasons: The primary goal of Community Planning for disasters is to reduce the vulnerability of the concerned community and strengthen its existing capacity to cope up with disasters. The approach of preparing a Community Based Disaster Management Plan considers people's participation a necessary prerequisite for disaster management. By involving the community in the preparedness phase, it increases the likelihood of coordinated action by the communities during emergencies.
