World Children Day, 20th November

Context
Effective implementation of Juvenile Justice rules for child protection across the nation.

Details

  • On the occasion of World Children Day celebrated every year on 20th November, NCPCR (National Commission for Protection of Child Rights) launched the “Training Modules for the Child Welfare Committees (CWCs), Protocols for Restoration and Repatriation of Children” along with the GHAR – GO Home and Re-Unite (Portal for Restoration and Repatriation of Child).
  • Smt Smriti Zubin Irani, the Union Minister for Women and Child Development congratulated NCPCR for organising the first of its National level launch ceremony with regard to child protection. The minister asked all CWDs and DCPOs  to effectively implement the amendment of Juvenile Justice Act and Rules, 2021 & 2022 for child protection across the nation. 
  • Training Module for Child Welfare Committees (CWCs)- The aim is to bring the roles and responsibilities of CWCs in one place comprehensively. Child Welfare Committees being the guardian of children who are vulnerable at the district level and the responsibilities placed on them for ensuring their care and protection is extensive. The Module is a 15 day programme for training of CWCs.
    • The programme is intended to improve the personal, social, methodological and technical skills as required under the JJ Act 2015, JJ Rules 2016, subsequent amendments in Act and Rules, Mission Vatsalya and the Adoption Regulations.
  • Protocols for Restoration and Repatriation of Children -The Government of India brought landmark amendments to the Act and Rules and implemented the Juvenile Justice (Care and Protection of Children) Amendment Act, 2021, Juvenile Justice (Care and Protection of Children) Amendment Model Rules, 2022 and Adoption Regulations, 2022. The process of repatriation and restoration of children is one such major amendment. 
  • GHAR – GO Home and Re-Unite (Portal for Restoration and Repatriation of Child) – The portal addresses the amended roles of CWCs and DCPOs in matters of children in need of care and protection.

Global Partnership on Artificial Intelligence (GPAI)

Context
India to head GPAI for 2022-23. 

Details

  • India will take over the chair of the Global partnership on Artificial Intelligence (GPAI) from France. Minister of State for Electronics and Information Technology, Rajeev Chandrasekhar will represent the country at GPAI meeting in Tokyo for the symbolic take over from France. This development comes on the heels of assuming the Presidency of the G20, a league of the world’s largest economies.
  • Artificial Intelligence is a Kinetic enabler for growth of India’s Technology ecosystem & a force multiplier for achieving the $1 Trillion Digital Economy goal by 2025.

About GPAI

  • GPAI was launched in June 2020 and is the fruition of an idea developed within the G7. GPAI is a group of 25 member countries and India joined GPAI in 2020 as a founding member.
  • The Global Partnership on Artificial Intelligence (GPAI) is a multi-stakeholder initiative which aims to bridge the gap between theory and practice on AI by supporting cutting-edge research and applied activities on AI-related priorities.
  • GPAI brings together engaged minds and expertise from science, industry, civil society, governments, international organisations and academia to foster international cooperation.
  • In its first few years, GPAI experts will collaborate across four working groups on the themes of responsible AI (including a subgroup on AI and pandemic response), data governance, the future of work, and innovation and commercialisation.
