PM Ayushman Bharat Health Infrastructure Mission

Context:

PM Ayushman Bharat Health Infrastructure Mission to be launched by PM Modi on Oct 25, 2021.

About PM Ayushman Bharat Health Infrastructure Mission:

  • The mission is expected to be one of the largest pan-India schemes for strengthening healthcare infrastructure across the country. It will be in addition to the National Health Mission.
  • Objective of the mission:
    (i) To fill critical gaps in public health infrastructure, especially in critical care facilities and primary care in both urban and rural areas.
  • Features of the mission:
    (i) It will provide support for 17,788 rural Health and Wellness Centres in 10 High Focus States.
    (ii) Further, 11,024 urban Health and Wellness Centres will be established in all the States.
    (iii) Critical care services will be available in all the districts of the country with more than 5 lakh population, through Exclusive Critical Care Hospital Blocks, while the remaining districts will be covered through referral services.
    (iv) People will have access to a full range of diagnostic services in the public healthcare system through a network of laboratories across the country.
    (v) Integrated Public Health Labs will be set up in all the districts.
    (vi) Under the mission, the following would be set up:
    (a) One National Institution for One Health
    (b) Four New National Institutes for Virology
    (c) One Regional Research Platform for WHO South East Asia Region
    (d) Nine Biosafety Level III laboratories
    (e) Five New Regional National Centres for Disease Control
    (vii) The programme targets to build an IT enabled disease surveillance system by developing a network of surveillance laboratories at block, district, regional and national levels, in Metropolitan areas.
    (viii) The Integrated Health Information Portal will be expanded to all States/UTs to connect all public health labs.
    (ix) It also aims at operationalising 17 new Public Health Units and strengthening 33 existing Public Health Units at Points of Entry, for effectively detecting, investigating, preventing, and combating Public Health Emergencies and Disease Outbreaks.
    (x) It will also work towards building up a trained frontline health workforce to respond to any public health emergency.

Indo-Tibetan Border Police (ITBP)

Context:

The Indo-Tibetan Border Police (ITBP) celebrated its 60th Raising Day on 24 October 2021.

Details:

  • The Indo-Tibetan Border Police was established on 24th October 1962 after the 1962 Sino-Indian conflict.
  • It was created under the CRPF Act.
  • It guards the Indo-Tibetan border and the mountainous regions of the India-China border and monitors the northern borders.

Amended Technology Up-gradation Fund Scheme (ATUFS)

Context:

Union Minister of Textiles reviewed the ATUFS.

About ATUFS:

  • The Ministry of Textiles had introduced the Technology Upgradation Fund Scheme (TUFS) in 1999 as a credit-linked subsidy scheme intended for modernization and technology up-gradation of the Indian textile industry, promoting ease of doing business, generating employment and promoting exports.
  • Since then, the scheme has been implemented in different versions.
  • The ongoing ATUFS has been approved in 2016 and is being implemented through a web-based iTUFS platform.
  • Under this, Capital Investment Subsidy is provided to benchmarked machinery installed by the industry after physical verification.
  • This is a credit-linked subsidy scheme for capital investment in the manufacturing and textiles sector under the Make in India as well as Zero Defect and Zero Effect initiative of the Government of India.
  • The scheme is being administered with a two-stage monitoring mechanism by Technical Advisory-cum-Monitoring Committee (TAMC) and Inter-Ministerial Steering Committee (IMSC).
  • Eligible individual entities (not units) are entitled to avail reimbursement of the Capital Investment Subsidy (CIS) according to the prescribed rates.
  • The following entities are eligible for this scheme:
    (i) Silk sector
    (ii) Handloom sector
    (iii) Technical textiles
    (iv) Jute sector
    (v) Made-up/garment manufacturing
    (vi) Processing fabrics, fibres, garments, made-up, and yarns
    (vii) Weaving preparatory, weaving, and knitting
