Centralised Examinations Have Not Aced the Test
Why in News?
In 2017, the Government of India established the National Testing Agency (NTA) to conduct entrance examinations for professional courses. Envisioned to conduct multiple choice question (MCQ)-type of examinations in electronic mode, the NTA was to have specialists in the science of testing to set up appropriate question banks and also evaluator frameworks and organisational expertise.
National Testing Agency (NTA)
Overview
- Creation:
- NTA was set up as a registered society under the Indian Societies Registration Act, 1860.
- It operates independently and funds itself.
- Its main job is to run entrance exams for colleges and higher education.
Objectives
- Main Goals:
- To conduct fair, clear, and high-quality tests.
- To check the skills of candidates for college admissions and jobs.
Functions
- Using Schools and Colleges: To find schools and colleges with good infrastructure to hold online exams without disturbing their normal classes.
- Creating Questions: To make a question bank for all subjects using modern methods.
- Research and Development: To build a strong culture of research and development and have a team of experts in testing.
- Training and Advice: To provide training and advice to Indian educational institutions.
- International Cooperation: To work with global organizations like Educational Testing Services (ETS).
- Other Exams: To conduct other exams as given by the Government of India or State Governments.
- School Board Reforms: To help reform and train school boards and other bodies to match the standards of entrance exams.
Governance
- Leadership:
- Led by a well-known educationist chosen by the Ministry of Human Resource Development.
- The CEO, called the Director-General, is appointed by the Government.
- Board of Governors:
- Includes members from institutions that use NTA’s services.
Significance
- Specialized Testing:
- NTA has taken over the job of conducting entrance exams from organizations like CBSE and AICTE.
- Exam Frequency and Mode:
- Exams are held online at least twice a year to give candidates more chances and to bring out their best performance.
- Accessibility:
- To help rural students, NTA sets up exam centers at the sub-district and district levels.
- Technology:
- NTA has launched a mobile app and Test Practice Centres (TPCs) so students can practice or take mock tests on their computers or smartphones.
Structure & Composition of National Testing Agency
The National Testing Agency (NTA) is a self-sustained autonomous body. It operates under the Ministry of Education, Government of India. It is governed by a Governing Body, which is responsible for the overall policy and direction of the NTA. The Governing Body is chaired by the Secretary, Department of Higher Education, Ministry of Education.The following are the key positions in the Team NTA:
