Soft Skill Training for 1.65 Lakh Students in Rajasthan
- On September 6, 2023, Rajasthan Chief Minister Ashok Gehlot approved a proposal to provide soft skill training to 1.65 lakh students in the state. The initiative aims to enhance the capabilities of youth, make them employment-oriented, and contribute to their overall development. 1.20 lakh college students and 45,000 students from classes 11 and 12 will benefit from this training.
- The expected expenditure of Rs 38.50 crore will be covered by the RCVET fund under the Youth Development and Welfare Fund. Personality development and academic performance improvement are also key objectives of the training, which is expected to lead to better employment opportunities. Previously, soft skill training was approved for 50,000 trainees in government industrial training institutes.
State Level Teacher Honour Ceremony in Rajasthan
On September 5, 2023, Chief Minister Ashok Gehlot honoured 149 teachers from 50 districts in Rajasthan during the state-level teacher felicitation ceremony held at Birla Auditorium on the occasion of Teachers’ Day. The Chief Minister also launched various innovations of the Education Department during the event.
- The ‘Teacher Samman’ booklet, published in honour of the recognised teachers, was released by the Chief Minister. Additionally, six players who won gold medals in individual events at the 66th National School Tournament in Bhopal were also honoured.
- During the ceremony, the Chief Minister launched the Shala Darpan Shikshak App and unveiled the Shala Sambalan 2.0 App with new features.
- Rajasthan's Chief Minister, Ashok Gehlot, has launched the "School After School Program" to enhance e-education in 12,000 higher secondary schools across the state. This initiative aims to provide live classes through social media after school hours for students in board classes, in collaboration with "Mission Gyan".
- During the launch event, the Chief Minister also inaugurated Robotics Labs in 300 Mahatma Gandhi English Medium Schools in the state. These labs are designed to equip students with knowledge in the latest technical fields from an early age, enabling them to compete with peers in private schools.

- Under the Rajiv Gandhi Scholarship for Academic Excellence Scheme, 500 students are being sent abroad for higher studies. The Rajiv Gandhi Rural and Urban Olympic Games is fostering a positive attitude towards sports, with other state governments following suit. Sportspersons in Rajasthan are being offered reservations in out-of-turn jobs and government positions.
Rajasthan State Pollution Control Board and J-Pal South Asia Executive Director signed Letter of Intent to Join SARWA
On September 6, 2023, a significant step was taken towards addressing environmental challenges in Rajasthan. Shikhar Agarwal, the Chairman of the Rajasthan State Pollution Control Board (RSPCB), and Sobhini Mukherjee, the Executive Director of J-PAL South Asia, signed a letter of intent to join the Sustainable Action for Resilient Water and Air (SARWA) initiative. This event took place in Gandhinagar, Gujarat, in the presence of Vini Mahajan, the Secretary of the Department of Drinking Water and Sanitation under the Ministry of Jal Shakti, Government of India.
- During the event, Agarwal highlighted the Rajasthan government's commitment to tackling environmental issues and emphasized the potential of SARWA to guide policymakers in making impactful and cost-effective decisions for addressing air and water challenges. The collaboration between J-PAL South Asia and RSPCB aims to design, test, implement, and scale up solutions to reduce air and water pollution effectively.
- Professor Namrata Kala, an advisor to SARWA and a representative of J-PAL, pointed out the detrimental effects of air and water pollution on economic growth and life expectancy. She expressed hope that SARWA would contribute to combating poverty and improving environmental quality for all Indians. Under SARWA, J-PAL South Asia plans to work with national and state governments to promote the use of scientific evidence and data in formulating effective air and water policies.
- The SARWA program was launched at an event organized by J-PAL South Asia in collaboration with Community Jameel.
- In the budget for 2023-24, the establishment of 1,000 kitchens in rural areas was announced, considering their utility. The target for this scheme is to serve approximately 7 crore 30 lakh food plates to those in need in rural areas from these kitchens within a year.
- So far, over 13 crore plates of nutritious and delicious food have been served to the public from around 1,000 Indira Rasoi kitchens in urban areas. Under the Indira Rasoi Yojana, food can also be sponsored by Bhamashahs.
- In urban areas, the Indira Rasoi Yojana is providing poor and needy individuals with nutritious meals in a respectful and convenient setting for just Rs 8. This scheme is benefiting people from all walks of life, including students and workers. In times of rising prices, it is proving to be a great help for students and employees coming from outside, as well as for anyone in need.
Bhamashah Samman Ceremony
On September 11, 2023, Rajasthan's Education Minister, Dr. B.D. Kalla, honored 142 Bhamashahs during the 27th state-level Bhamashah Samman Ceremony at Birla Auditorium in Jaipur.
- Dr. Kalla stated that the Education Department is utilizing donations from Bhamashahs to improve and expand schools. He emphasized the smooth operation of schemes like free education, mid-day meals, Bal Gopal Yojana, and the school dress scheme.
- The Minister also directed that Bhamashah representatives should be included in the Management and Development Committee of every school.
- Thanks to the Bhamashahs' contributions, the Education Department spends around Rs 400 crore annually on educational institution infrastructure. During the ceremony:142 Bhamashahs were honored,34 received the Shiksha Vibhushan award,and 108 received the Shiksha Bhushan award.Motivators who inspired donations of Rs 30 lakh or more were also recognized.The Appreciation Booklet and Gyan Sankalp Portal Souvenir 2023 were released, highlighting Bhamashahs' contributions.
Governor Inaugurated Amrit Vatika
- On September 11, 2023, Rajasthan Governor Kalraj Mishra inaugurated Amrit Vatika during the conclusion of a national seminar on the "Possibilities and Challenges of Accepting National Education Policy 2020 in our Education System." The seminar took place at Maharaja Ganga Singh University in the Bikaner district.
- Amrit Vatika was established by Maharaja Ganga Singh University as part of the Amrit Mahotsav. In addition to the plants, stone plaques commemorating the martyrs and liberation warriors of the Bikaner division have been installed. The plants in Amrit Vatika are named after 137 martyrs and freedom fighters from the division, including 22 from Bikaner district, 90 from Churu district, 12 from Sri Ganganagar district, and 13 from Hanumangarh district. This initiative aims to motivate young people by honoring local heroes.
Brajbhasha Creator Award Ceremony
On September 12, 2023, the Rajasthan Braj Bhasha Academy organized the Brajbhasha Creator Award Ceremony at the Academy Complex in Jhalana, Jaipur. The event was held under the Department of Art, Literature, Culture, and Archaeology to honor the winners of the Brajbhasha Creator Competition 2023.
During the ceremony, awards were presented in various categories:
- Article Category: Dr. Ramdas Sharma secured the first position, followed by Nirmal Kumar Sinhal in second place and Ashwini Goyal in third.
- Problem Solving Category: Abhishek was awarded first place, with Kamal Singh Kamal and Kalyan Gurjar taking second and third places, respectively.
- Short Story Genre: Jagdish Mohan Rawat won first place, Raghuraj Singh Karmayogi came in second, and Gopinath was third.

Chief Minister Inaugurated the World’s First Heritage River Front
On September 12, 2023, Chief Minister Ashok Gehlot inaugurated the world’s first Heritage Chambal River Front in Kota, Rajasthan. This riverfront, developed at a cost of ₹1400 crore, spans 2.75 km along both banks of the Chambal River, from Kota Barrage to Nayapura Pulia. It is the first heritage riverfront in India and aims to boost tourism in Kota.
The construction of the Chambal River Front has also alleviated flood risks for settlements along the river. The project features 27 ghats, including notable ones like Chambal Mata Ghat, Ganesh Pol, and Hadoti Ghat.
Some highlights of the riverfront include:
- Jawahar Ghat: Features a 32-foot tall, 25-tonne statue of Pt. Jawahar Lal Nehru, allowing tourists to view the eastern ghats and the statue of Chambal Mata.
- Geeta Ghat: Engravings of all 700 verses from the Geeta’s 18 chapters on a Vietnamese marble plaque.
- Shanti Ghat: An invisible sculpture in a yoga posture depicting the seven chakras of the human body.
- Nandi Ghat: A massive statue of Nandi, measuring 25 feet long, 15 feet wide, and up to 20 feet high.
- Vedic Ghat: Features five temples built in the Badoli style, representing the five elements.
- Roshan Ghat: Showcases architecture from the Islamic phase, including the Jannati Darwaza.
The Chambal River Front in Kota
The Chambal River Front in Kota boasts several unique features and attractions:
- Ghanti Ghat: Home to the world’s largest metal bell.
- Tiranga Ghat: Features a massive national flag of India.
- Shaurya Ghat: Entrance to the western end with facilities like parking, tourist information center, and restaurants.
- Rajputana Ghat: Replicas of famous buildings from different regions of Rajasthan, including Mewar, Marwar, Dhundhaar, Bangar, and Hadoti.

- Rajputana Ghat: Depicts the architecture and culture of nine regions of Rajasthan.
- Mukut Mahal: Features an 80 feet high ceiling and is situated in Silicon Valley.
- Brahma Ghat: Home to the world’s largest bell, audible up to 8 km away.
- Literary Ghat: Features books and statues of famous writers.
The development of the Chambal River Front has been a significant achievement in enhancing the beauty and cultural representation of Kota while promoting environmental and tourism aspects.
Oxygen City Park Inauguration in Kota
On September 13, 2023, Chief Minister Ashok Gehlot inaugurated the Oxygen City Park, also known as The Garden of Joy, in the Kota district of Rajasthan. During this event, he also unveiled the inauguration plaques for the newly constructed Tax Building of the Commercial Tax Department in Kota and the new head office and branch building of The Kota Central Co-operative Bank Limited.
Features of Oxygen City Park:
- The park was developed at a cost of Rs 120 crore and took 800 days to complete.
- Spanning 30 hectares, it includes a 4 km paved track and a 1.25 km jogging track along a canal.
- Over 2 lakh saplings have been planted, and an aviary for 200 birds has been set up.
- The park features 15-meter high gun metal statues, a glass house, an artificial hill, and various bridges and food zones.
- It also includes recreational facilities like a cafe, city market, amphitheater, kids zone, and open gyms.
State level Hindi Day Celebration Organized
On September 14, 2023, the Language and Library Department of Rajasthan organized a state-level Hindi Day celebration at Birla Auditorium in Jaipur.
During the event, the Education Minister, along with three writers, recognized and honored 440 students who achieved 100 percent marks in Hindi subjects in the secondary and higher secondary examinations conducted by the Board of Secondary Education, Rajasthan.
The Hindi Seva Award, aimed at promoting excellent and original writing in Hindi, was presented to various individuals for their notable works:

Approval of the Draft of Rajasthan Green Hydrogen Policy, 2023
On September 16, 2023, Rajasthan Chief Minister Ashok Gehlot approved the draft of the ‘Rajasthan Green Hydrogen Policy-2023’. This policy aims to attract investors and promote clean energy sources, considering the state’s potential for clean energy production, future requirements, and climate change. The Energy Department will issue a notification regarding this policy soon.
The policy is designed to provide various subsidies to companies producing green energy in Rajasthan, thereby creating job opportunities within the state. Rajasthan is endowed with abundant renewable energy resources, making it highly suitable for green hydrogen production.
To encourage investors, the state government will offer several incentives under the policy. These include:
- Renewable Energy Plants: Renewable energy plants with a capacity of 500 KTPA connected to the state’s transmission system will receive a 50% exemption from transmission and distribution charges for ten years.
- Surcharge Exemptions: There will be a complete exemption from additional and cross-subsidy surcharges for purchasing renewable energy from third parties for ten years.
- Research Center Grants: A grant of 30% (up to Rs 5 crore) will be provided for prioritizing the allotment of land and establishing a research center for green hydrogen production from treated or brackish water.
- RIPS-2022 Benefits: Various discounts, water availability, and banking facilities will be extended under the Rajasthan Investment Promotion Scheme (RIPS)-2022.
- Captive Power Plant Capacity: There will be no restrictions on the capacity of captive power plants, and the banking of generated electricity will be permitted.
- Peak Hour Power Withdrawal: The ban on power withdrawal during peak hours has been lifted in the new policy.
The ‘Rajasthan Green Hydrogen Policy-2023’ will also include provisions for:
- Wheeling and Transmission Charges: 100% reimbursement or waiver of wheeling and transmission charges for power plants.
- Banking Charges: Reimbursement or waiver of banking charges for power plants for seven to ten years.
- Thrust Sector Inclusion: Inclusion of the green hydrogen sector in the thrust sector under the Rajasthan Investment Promotion Scheme-2022.
- Sunrise Sector Benefits: Granting benefits of the Manufacturing Standard Package by including the green hydrogen sector in the Sunrise Sector.
Rajasthan Plans for Green Hydrogen and Renewable Energy Expansion
The Rajasthan government, led by Chief Minister Ashok Gehlot, is set to introduce a comprehensive policy for green hydrogen and renewable energy production. This policy aims to significantly boost energy production in the state, with a target of 2,000 KTPA (Kilo Tonnes Per Annum) by 2030.

Green Hydrogen Explained
- Green hydrogen represents a cutting-edge area within renewable energy. It involves the production of hydrogen through the electrolysis of water, using renewable energy sources. This method is why it is termed 'green hydrogen.' The primary applications of hydrogen include its use in refineries, steel manufacturing, and ammonia production.
- Currently, the national demand for hydrogen stands at 6 million tonnes, with Rajasthan's demand at 250,000 tonnes. The production of green hydrogen is environmentally friendly, contributing to pollution-free manufacturing processes.
- The central government has also launched the National Green Hydrogen Policy-2022, aiming to produce 5 million tonnes of green hydrogen by 2030.

Grant Approval for Artificial Insemination in Cattle
On September 18, 2023, Chief Minister Ashok Gehlot approved a grant to support 25 lakh cattle farmers in the state for artificial insemination of their animals, specifically cows and buffaloes. The grant will cover 50 percent of the cost or up to Rs 500 per insemination.

132 KV GSS and 33 KV Grid Sub-Station Meeran in Sola
On September 19, 2023, Energy Minister of Rajasthan Bhanwar Singh Bhati and former Minister of State for Education and Laxmangarh MLA Govind Singh Dotasara inaugurated 132 KV GSS in village Sola of Laxmangarh assembly constituency of Sikar district of the state. And inaugurated a 33 KV grid sub-station in Meeran.
- The construction of these power stations will strengthen the power distribution system and provide good quality power supply in the area, consumers will get rid of the problem of tripping and electricity will also be reduced.
- The construction of Sola substation will enhance the strengthening of power transmission network in the region and will suitably improve the power supply to Sola, Gadoda, Jajod, Narsas, Patoda, Tidoki, Mangaluna and adjoining areas.
- On this occasion, 38 Mahatma Gandhi English Medium Schools and 101 schools in Laxmangarh area were upgraded and funds were announced for the construction of 5 LED lights, tin shed, CC road, drain construction, water tank for the development of sports ground.
Urdu Literature Introduction in Deeg Schools
On September 19, 2023, Rajasthan Chief Minister Ashok Gehlot approved the introduction of Urdu literature as an optional subject in 13 government schools in Deeg district.
This initiative allows students in these schools to study Urdu literature, fulfilling a promise made in the 2023-24 budget.

Bisalpur Prithviraj Nagar Drinking Water Project Phase-I
On September 19, 2023, Dr. Mahesh Joshi, Rajasthan’s Public Health Engineering Minister, inaugurated the drinking water distribution system in the Rangoli Garden area, which is part of the Bisalpur Prithviraj Nagar Drinking Water Project Phase-I.
- During this event, Dr. Joshi also commenced the supply of drinking water to 53 colonies in the Rangoli Garden distribution area by activating the pump house.
- Once the first phase of the project is completed by December, 1100 colonies in Prithviraj Nagar will start receiving water from Bisalpur.
- Phase-II of the Bisalpur Prithviraj Nagar Drinking Water Project, costing Rs 747 crore, will extend water supply from Bisalpur to around 2200 colonies in and around Prithviraj Nagar.
Phase-I includes:
- 44 km of long transmission main line from Balawala to Lohamandi, costing Rs 563.93 crore.
- 51 km of rising main line.
- Approximately 970 km of distribution main line.
- 9 clean reservoirs with pump houses.
- 19 high reservoir works.
- The project will reduce the reliance on tankers for the residents of Prithviraj Nagar and improve the groundwater levels in the area.
- K.D. Gupta, Chief Engineer of PHED (Urban), stated that 85 percent of the first phase of the project is complete, including the construction of 15 high reservoirs and 7 clean reservoirs, with 95 percent of the pipeline laying finished.
State Level Organisation of Rajiv Gandhi Rural and Urban Olympic Games in Jodhpur
On September 20, 2023, Naresh Kumar Thakral, the Government Secretary of the Rajasthan Sports Department, announced that the state-level Rajiv Gandhi Rural and Urban Olympic Games is scheduled to be held in the Jodhpur district from September 25 to 28.
- The games will feature 11 categories at the state level, including Kabaddi, Shooting, Volleyball, Tennis Ball Cricket, Kho-Kho, Football, Tug of War, Athletics (100m, 200m, and 400m), and Basketball. A total of 7,556 players have been selected from both rural and urban areas across 50 districts, with 4,091 females and 3,565 males.

Three Proposals for Anicut Construction in Banswara Approved

Election Commission of India Introduces Home Voting in Rajasthan Assembly Elections

Scheme Details
- The scheme is applicable to bills and invoices issued between October 1, 2023, and March 31, 2024.
- Consumers can upload their bills on the state government's online portal or app for a chance to win cash rewards.
- Bumper prizes of up to Rs 1 crore and monthly prizes totaling Rs 45 lakh will be awarded to selected traders.

Inauguration of Beti Gaurav Udyan in Kota by UDH Minister

Governor Inaugurates Hanumanji Ropeway in Jaipur

- In the 1960s, the area was deserted and feared due to the presence of wild animals, making it unsafe for residents.
- A brave Brahmin discovered a large statue of Hanuman Ji on a mountain in this abandoned place and began serving and worshiping the deity.
- The Brahmin dedicated his life to this site, and over time, it became a place of worship.
- The temple was named Khole Ke Hanumanji because rainwater flowed from the mountains through this area.
Public Health Engineering Minister Launches Development Projects in Hawa Mahal Zone
On September 28, 2023, Rajasthan Public Health Engineering Minister Dr. Mahesh Joshi inaugurated and laid the foundation stone for six development and beautification projects in the Hawa Mahal zone, being carried out by Jaipur Smart City Limited at a cost of Rs 61.40 crore.
Details of the Projects:
- The projects include the construction of government degree colleges, hospitals, fire stations, Chowgan Stadium, and the installation of decorative lights.
- The minister inaugurated the newly built Government Degree College in Santosh Colony, Kanwar Nagar, Brahmapuri, which was constructed at a cost of Rs 13.86 crore. The college is spread over a land area of 13,580 square meters and includes a new college building, auditorium, and sports facilities.
- Smart decorative poles are being installed on the main roads of the Hawa Mahal assembly constituency at a cost of Rs 2.57 crore. These heritage-style poles, varying in height from 5 to 9 meters, will be installed in locations like Zorawar Singh Gate to Jal Mahal and Jhulelal Temple to Rajmal Ka Talab.
- The 300-bed Pandit Deendayal Upadhyay Government Hospital is under construction at Gangauri Bazar, covering 6,000 square meters at a cost of Rs 44.61 crore. The hospital will provide various specialist medical services, including women’s health, cardiology, orthopedics, neurology, surgery, urology, dentistry, and ENT services.
