But this question is quite tricky because though CO is neutral it will turn the wet blue litmus red. It is because
CO + H2O -----> CO2 + H2
The Carbon Dioxide so formed is an acidic oxide which will further react with water to give carbonic acid
CO2 + H2O ----> H2CO3
H2CO3 i.e. the carbonic acid will give H+(Aaq) ions which will turn blue litmus (wet) to red
