it depends on multiple factors like..

1)Macro factorss like
Access to health care, Routine checkups, Food availability, Work, Crime rate, Culture , employment rate , Education e.t.c.

2)Micro factors like
Lifestyle, Daily exercise, Gender, Diet, sex, genetics, stress, hygiene e.t.c

and many more other factors

Mostly the choices and decision made by the people
Also,
i have read somewhere that Hawaiian culture is native and more close to nature compared to Louisiana where it is a mix of multiple culture. This is something i think is important when it comes to raising a child.
Human beings adapt to the environment they grow in...
What i mean to say is..
If the Couple is moving to Hawaii then the child is more likely to be healthy because of the ethnics and Nature
but he is more likely to get less exposure of the other culture (not necessarily) where as in Louisiana the child will get to experience different culture.
Air Quality Index is Significantly better in Hawaii because of the nature the place possess
and many other Environmental factor like
Sexual activities
Socio-professional lifestyle
Food (quantitative and qualitative)
Stress
Prenatal and postnatal environment
isolation
education
and more..
Its not like Hawaii is better than Louisiana
both of them have their one Boon's and Con's.
