Explanation:
When the sun shines vertically over the Tropic of Capricorn in the southern hemisphere, it has the following effects:

1. Low temperatures: As the sun is directly overhead the Tropic of Capricorn, the rays of the sun are falling perpendicularly on this region. Hence, the intensity of the sun's radiation is the highest in this region. But as this region is located in the southern hemisphere, it is winter season here. So, the temperature remains low.

2. High pressure: Due to the low temperatures, the air in this region becomes cold and dense. Hence, it sinks down and creates a high-pressure area. This high-pressure area is known as the subtropical high-pressure belt or the anticyclone.

3. Loo: As the high-pressure area develops over the Tropic of Capricorn, the air from this region flows towards the low-pressure areas. One such low-pressure area is located over north-western India. Due to this, the hot and dry winds called 'Loo' blow over this region.

Conclusion:

Hence, we can conclude that when the sun shines vertically over the Tropic of Capricorn in the southern hemisphere, high pressure develops over north-western India due to the low temperatures, and Loo blows in this region.
