STATEMENT 1 SAYS 140 IS A FACTOR OF P

LETS THINK IF R IS ALSO AN INTEGER THEN definitely Q is a factor PS ,we know that P has a factor 5 ,and if Q has a factor of 5 and S doesn't contain 5 as factor then answer is NO, but if Q has a factor of other than 5 and divieds PS then answer will be YES
SO NOT SUFFICIENT

SECOND STATEMENT ALONE IS NOT SUFFICIENT TO ANSWER
COMBINING WE KNOW Q doesn't contain 5 as a factor and x value depends upon the power of 7 in both P AND S

so we can surely say yes .
so C is the correct answer.
