With reference to ‘Astrosat’, the astronomical observatory...
Explanation:

Incorrect Statement 1:
- Russia also has launched a similar observatory named 'Spektr-RG' into space, so the statement that only USA and Russia have launched similar observatories is incorrect.
- Therefore, statement 1 is incorrect.

Incorrect Statement 2:
- Astrosat is not a 2000 kg satellite placed in an orbit at 1650 km above the surface of the Earth.
- Astrosat is actually a 1513 kg satellite placed in a 650 km near-Earth equatorial orbit.
- Therefore, statement 2 is incorrect.

Hence, the correct answer is option 'D' - Neither 1 nor 2.
