Two houses of parliament - Lok sabha represents people the minister of lok sabha are directly elected by people by the first past the post system from each district .
- Where as Rajya Sabha represents the state the legislative assembly the are elected with the means of proportional representation .

So both the houses are significant for their own function. Lower House is important to convey voice of people where as Upper house is important to convey the voice of states as union or central government in a democratic country listening state and people is equally important though people represents nation that's why lower House is more powerful than upper house still they both keep a significant place in parliament and thus they both are needed and this is the only reason why they are mentioned as the basic structure of constitution.
