The correct option is D.
Robert Clive had established Dual Government in Bengal. In the system of Dual Government, the Britishers had authority but not any type of responsibility. According to G.S. Chhabra, 'It was under these circumstances that a sort of government was established by Clive who is known as diarchy or a dual government. Under this system, the Nawab 79 continued to handle the actual work of criminal, civil and police administration in lieu of a fixed payment by the Company. However, the ultimate authority lays in the hands of the British who were responsible also for external defense of the country. For the collection of revenues too, the existing administrative machinery was retained although the ultimate revenue authority passed on the Company itself.
