The Constituent Assembly was formed to draft the Constitution of India. The first meeting of the Constituent Assembly took place on December 9, 1946, in the Constitution Hall in New Delhi. The meeting was presided over by Dr. Sachidanand Sinha, who was the oldest member of the Assembly, and hence, the interim president.

Dr. Sachidanand Sinha was a prominent leader of the Indian National Congress and had served as the first governor of Bihar. He was also a member of the Bihar Legislative Council and the Central Legislative Assembly. Dr. Sinha played an important role in the Indian independence movement and was one of the signatories of the historic Gandhi-Irwin Pact of 1931.

During the first meeting of the Constituent Assembly, the members paid homage to Mahatma Gandhi, who had been assassinated a few weeks earlier. They also observed a two-minute silence in his memory. The members then proceeded to elect Dr. Rajendra Prasad as the permanent president of the Constituent Assembly.

Dr. Rajendra Prasad served as the president of the Constituent Assembly from 1946 to 1949, during which time the Constitution of India was drafted and adopted. The Constitution came into effect on January 26, 1950, marking India's transition to a republic.
