Both houses have different powers and functions. However, there are certain matters in which the powers of the Rajya Sabha are equal to those of the Lok Sabha. These matters are as follows:

    1. Introduction and passage of Constitutional Amendment Bills:
    - The Rajya Sabha has an equal say in the introduction and passage of Constitutional Amendment Bills as the Lok Sabha.
    - Any amendment to the Constitution of India requires the support of both houses of Parliament.
    - The amendment bill can be introduced in either house, but it must be passed by a special majority, which means it requires the support of a majority of the total membership of that house and a majority of not less than two-thirds of the members present and voting.

    2. Election of the Vice-President:
    - The Rajya Sabha has an equal role in the election of the Vice-President as the Lok Sabha.
    - The Vice-President is elected by the members of an electoral college consisting of both houses of Parliament.
    - The members of the Rajya Sabha and the Lok Sabha have an equal vote in the election of the Vice-President.

    3. Approval of proclamation of all three types of emergencies:
    - The Rajya Sabha has an equal say in the approval of the proclamation of all three types of emergencies as the Lok Sabha.
    - The President of India can declare three types of emergencies: National Emergency, State Emergency, and Financial Emergency.
    - The approval of both houses of Parliament is required for the continuation of the emergency beyond a period of six months.
    - The Rajya Sabha and the Lok Sabha have an equal vote in approving or disapproving the continuation of the emergency.
