National Commission for SCs and STs

- The National Commission for SCs and STs came into being consequent upon passing of the 65th Constitutional Amendment Act of 1990.
- The Commission was established under Article 338 of the Constitution with the objective of monitoring all the safeguards provided for the SCs and STs under the Constitution or other laws.
- The Commission is a constitutional body and is entrusted with the responsibility of safeguarding the interests of the SCs and STs and promoting their welfare.
- The Commission is empowered to investigate and monitor all matters relating to the constitutional and legal safeguards provided for the SCs and STs, review the progress of their development and advise the Government on the measures to be taken for their welfare.
- The Commission has the power to inquire into specific complaints with respect to the deprivation of rights and safeguards of the SCs and STs, issue directions and recommendations to the concerned authorities, and take such other steps as it may deem necessary.
- The Commission is also responsible for monitoring the implementation of the various schemes and programmes for the welfare of the SCs and STs, and making recommendations to the Government for their effective implementation.
- The Commission submits annual reports to the President of India on the steps taken by the Government for the welfare of the SCs and STs, and the measures taken by the Commission for the discharge of its functions.
- The Commission has played a significant role in the empowerment of the SCs and STs, and has contributed to the social, economic and political development of these communities.
