Principal Features of the Government of India Act, 1919

The Government of India Act, 1919 was an important constitutional development in India during the British rule. Its principal features were as follows:

1. Introduction of Dyarchy in the Executive Government of the Provinces

The Act introduced the concept of dyarchy in the executive government of the provinces. Dyarchy means the division of powers and functions between two sets of elected representatives - one responsible to the people and the other to the British government. Under this system, the provincial subjects were divided into two categories - reserved and transferred. The reserved subjects were to be administered by the Governor with the help of his Executive Council, while the transferred subjects were to be administered by the Governor with the help of the ministers responsible to the provincial legislature.

2. Devolution of Legislative Authority by the Centre to the Provinces

The Act provided for the expansion of the legislative councils both at the centre and in the provinces. The central legislature was to be bicameral, consisting of the Council of States and the Legislative Assembly. The provincial legislature was to be unicameral. The Act also devolved some legislative authority from the central government to the provincial governments. The provincial legislatures were empowered to make laws on a range of subjects, including education, health, agriculture, and local government.

3. No Introduction of Separate Communal Electorates for Muslims

Contrary to the statement given in the question, the Government of India Act, 1919 did not introduce separate communal electorates for Muslims. This provision was actually introduced by the Government of India Act, 1935. However, the Act did provide for the reservation of seats in the provincial legislatures for Muslims, Sikhs, and other minorities.

In conclusion, the Government of India Act, 1919 was an important milestone in the evolution of India's constitutional framework. It introduced the concept of dyarchy in the executive government of the provinces and devolved some legislative authority from the centre to the provinces. However, it did not introduce separate communal electorates for Muslims.
