The Scheduled Caste and Scheduled Tribe(Prevention of Atrocities) Act,1989 is an act of the Parliament of India concerning the Article 17 or prohibition of untouchability. The aim is to secure the situation of Dalits (SC) and Tribals(STs), the most marginalized section of Indian society against whom many atrocities have been committed. The act is applicable to whole country except J &K and was enacted on 9th September, 1989.
