Background of the Indian Civil Services Examination
The Indian Civil Services Examination held significant importance during British colonial rule in India. The examination was a pivotal pathway for Indians to secure positions in the administrative apparatus of the British government. In 1855, the maximum age limit for candidates was set at 21 years, but this was reduced to 19 years during Lord Lytton's tenure (1876-1880). This change sparked considerable discontent among early nationalists.
The Indian Association of Calcutta's Role
- Established in 1876, the Indian Association of Calcutta was one of the first political organizations aimed at promoting the interests of Indians.
- The association actively engaged in advocating for reforms and greater representation of Indians in the civil services.
- The reduction of the age limit was viewed as discriminatory and exclusionary, as it disproportionately affected candidates from economically disadvantaged backgrounds who could not afford to prepare for the exam at a younger age.
Opposition and Agitation
- The Indian Association organized protests and wrote petitions to the British government, demanding the restoration of the original age limit.
- They argued that such policies were not only unjust but also detrimental to the aspirations of young Indians seeking government positions.
- The agitation highlighted the growing political consciousness among Indians and the desire for self-representation in governance.
Conclusion
The Indian Association of Calcutta played a crucial role in the agitation against the age limit reduction for the Indian Civil Services Examination. Their efforts were part of a broader nationalist movement that sought to challenge British policies and push for reforms that would allow greater Indian participation in governance.

Surendranath Banerjee and Anand Mohan Bose founded the Indian Association of Calcutta in 1876. This association was aimed to unify Indian people on a common political program and create a strong public opinion on political questions. As a pre-congress association, the Indian Association of Calcutta first took up the issue of reduction of the maximum age limit for the Indian Civil Services examination from 21 years to 18 years. Led by Surendranath Banerjee who himself qualified for the Indian Civil Services, the association organized an all India agitation against this reactionary policy of reducing maximum age by Lord Lytton. This agitation is popularly known as the Indian Civil Service agitation. Hence option (b) is the correct answer.
