With respect to the zonal councils, consider the following statements:...
  • Zonal Councils are the statutory bodies established by the state reorganisation act 1956.
  • The act divided the country into five zones- Northern, Central, Eastern, Western and Southern and provided a zonal council for each zone. Hence statement 1 is correct.
  • Organizational Structure:
    • Chairman: The union Home Minister is the Chairman of each of these Councils.
    • Vice Chairman: The Chief Ministers of the States (but not of UTs) included in each zone act as Vice-Chairman of the Zonal Council for that zone by rotation, each holding office for a period of one year at a time. Hence statement 2 is not correct.
    • Members: Two members from Union Territories included in the zone, nominated by the Governor as a member of the respective zonal council.
  • As per Section 17(1) of States Reorganisation Act, each Zonal Council shall meet at such time as the Chairman of the Council may appoint on this behalf. Hence statement 3 is not correct.

With respect to the zonal councils, consider the following statements:...
Explanation:

Statement 1: India is indeed divided into five zonal councils as per the State Reorganisation Act, 1956. These councils were created to promote cooperation among states and union territories in various regions.

Statement 2: The Chief Ministers of states and union territories of each zone do not act as the vice chairman of the Zonal Council for that zone by rotation. Instead, the Union Home Minister acts as the chairman of each Zonal Council. The Chief Ministers of the states and union territories in each zone serve as members of the Zonal Council.

Statement 3: It is not mandatory to have at least one meeting of each Zonal Council every year. The Zonal Councils meet periodically as and when necessary to discuss and resolve various issues related to the respective zones.
Therefore, only Statement 1 is correct. The Zonal Councils play an important role in fostering inter-state cooperation and coordination on various matters of common interest.
