The company did not want that the Indian weavers should supply their cotton products to other European countries.So, the company appointed gomasthas ,who were loyal to the company.The company had appointed them for supervising the weavers and to ensure that they are not supplying their cotton to any other country.They gave the weavers, advanced loans to tie them to the company.
