Which of the following statements regarding the State Public Service ...
Explanation:
The State Public Service Commission (SPSC) is a constitutional body that is responsible for conducting recruitment examinations and making recommendations for appointments to various posts in the state civil services. It is similar to the Union Public Service Commission (UPSC) at the national level.

Statement a:
Its members are appointed by the Governor of the state.
This statement is correct. The members of the SPSC are appointed by the Governor of the state. The Governor appoints the Chairman and the members of the Commission based on the recommendations of the Chief Minister.

Statement b:
A retired member of SPSC is eligible for an appointment as the chairman of UPSC.
This statement is incorrect. A retired member of the SPSC is not eligible for an appointment as the Chairman of the UPSC. The Chairman and members of the UPSC are appointed by the President of India, and they are selected from various fields and not necessarily from the SPSC.

Statement c:
Pension of the Chairman and the members of the commission is charged upon Consolidated Fund of India.
This statement is incorrect. The pension of the Chairman and the members of the SPSC is not charged upon the Consolidated Fund of India. The pension of the Chairman and members of the SPSC is charged upon the Consolidated Fund of the state in which the Commission is located.

Statement d:
Recommendations made to the government are advisory in nature.
This statement is correct. The recommendations made by the SPSC to the state government are advisory in nature. The state government has the discretion to accept or reject the recommendations of the Commission. However, in practice, the state government usually follows the recommendations of the Commission.

Therefore, the correct answer is option 'C' - Pension of the Chairman and the members of the commission is charged upon Consolidated Fund of India.
