    National Population Register of India

Statement 1: It is mandatory for every “usual resident of India” to register in the NPR.

    - The statement is correct.
    - The National Population Register (NPR) is a database of all the usual residents in India. A usual resident is defined as a person who has resided in a local area for the past six months or more, or a person who intends to reside in that area for the next six months or more.
    - The NPR is prepared under the provisions of the Citizenship Act, 1955, and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.
    - The NPR is a comprehensive identity database of all usual residents in the country. It will contain demographic as well as biometric data of every individual.

Statement 2: NPR is a citizenship enumeration drive and records only Indian Citizens staying in a locality for more than six months.

    - The statement is incorrect.
    - The NPR is not a citizenship enumeration drive. It is a database of all usual residents in the country, whether they are citizens or not.
    - The NPR does not contain any information on the citizenship status of individuals. It only records demographic and biometric data of usual residents.

    Conclusion:

    - Statement 1 is correct as it is mandatory for every usual resident of India to register in the NPR.
    - Statement 2 is incorrect as NPR is not a citizenship enumeration drive and records information on all usual residents, whether they are citizens or not.

    • Recently, the Ministry of Home Affairs (MHA) has highlighted the need to update the National Population Register (NPR) database across the country. NPR is a database containing a list of all usual residents of the country. A usual resident for the purposes of NPR is a person who has resided in a place for six months or more and intends to reside there for another six months or more. Unlike the NRC, the NPR is not a citizenship enumeration drive as it records even a foreigner staying in a locality for more than six months. Hence, statement 2 is not correct.
    • Its objective is to have a comprehensive identity database of people residing in the country. The NPR is prepared under the provisions of the Citizenship Act 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. It is mandatory for every “usual resident of India” to register in the NPR. Hence, statement 1 is correct
