From graph it is clear that the point C has minimum potential energy, thereby most stable. And since if the point C tries to move either side of the graph the slope prevents it from doing so and send it to its initial position, therefore it is stably equalised. also point A would be repelling A since if it would be attracting it the particle C would not remain in its equilibrium position.
