Comparative Study of Federalism in India and USA

Meaning of Federalism

Federalism is a political system where power is shared between a central government and individual states or provinces. This system is designed to balance power and prevent any one entity from having too much control.

Why is Federalism required in India and the “chosen” country?

Federalism was required in India and the chosen country (USA) to better manage the diversity and size of their respective populations. By sharing power between the central government and individual states/provinces, each region can have some autonomy and cater to the specific needs of their population.

Features of Federalism in both—similarities and differences

Similarities:

  • Both India and the USA have a written constitution that outlines the powers of the central government and individual states.

  • Both countries have a bicameral legislature that represents the interests of both the central government and individual states.

  • Both countries have a system of judicial review to ensure that laws and actions of both the central government and individual states are constitutional.

Differences:

  • India has a more centralized federal system, with the central government having more power over individual states. In contrast, the USA has a more decentralized federal system, with individual states having more power.

  • India has a system of “cooperative federalism” where the central government and individual states work together to implement policies. In contrast, the USA has a system of “competitive federalism” where individual states compete with each other to attract businesses and investment.

  • India has a system of “asymmetric federalism” where certain states have more autonomy than others. In contrast, the USA has a system of “symmetric federalism” where all states have the same level of autonomy.

Working of Federalism

In both India and the USA, federalism works by dividing power between the central government and individual states/provinces. The central government is responsible for handling national issues such as defense, foreign policy, and currency. Individual states/provinces are responsible for handling local issues such as education, healthcare, and law enforcement. This system allows for more efficient and effective governance by catering to the specific needs of each region. However, it can also lead to conflicts and disputes between the central government and individual states/provinces.
