International Court of Justice (ICJ) decisions are not considered primary sources of International Law because they are considered secondary sources. The primary sources of International Law are as follows:

General Principle of Law recognized by Civilized Nations
These are basic legal principles that are accepted by most countries and form the foundation of International Law. They are derived from common legal practices and traditions.

International Custom
Customary International Law is formed by the consistent practice of states over time, followed out of a sense of legal obligation. Customary rules become binding on all states, regardless of whether they have explicitly agreed to them.

International Treaty
Treaties are formal agreements between states that are binding under International Law. Treaties can cover a wide range of issues and can be bilateral (between two states) or multilateral (involving multiple states).
In contrast, decisions of the International Court of Justice are considered secondary sources because they interpret and apply existing International Law rather than creating new law. While ICJ decisions can have persuasive authority, they are not considered primary sources in the development of International Law.
