Klenow fragment provides the 5’ -> 3’ exonuclease activity used to remove the primer. The enzyme lacks the 5'→3' exonuclease activity of intact DNA polymerase I. Klenow retains the polymerization fidelity of the holoenzyme without degrading 5' termini. In its absence, the primer remains and hence DNA produced is shorter (i.e. original length-length of primer).
