Using the principle of inclusion-exclusion, we can find the number of people not reading both newspapers as follows:

Number of people not reading X = Total population - Number of people reading X = 50,000 - 28,000 = 22,000
Number of people not reading Y = Total population - Number of people reading Y = 50,000 - 23,000 = 27,000
Number of people reading both X and Y = 4,000
