Against the proposition: With the disintegration of the second world, India should not change its foreign policy and focus more on friendship with the US rather than with traditional friends like Russia because both Russia and India share a vision of a multipolar world order. They believe in the co-existence of several powers in the international system, collective security, greater regionalism, negotiated settlements of international conflicts, an independent foreign policy and decision making through bodies like the UN. More than 80 bilateral agreements have been signed between India and Russia as part of the Indo-Russian Strategic Agreement of 2001. Thus, both India and Russia are getting benefits from their relationship. For example,India gets support for issues like Kashmir, it gets military hardware. Russia, on the other hand, sells arms to India.
On the other hand, after the disintegration of the second world, if India comes closer to US, it may loose help from Russia. It is not sure that we will get support or help from the US because Pakistan is an ally of the US. India may also be forced to give up its policy of non-alignment. Under these circumstances the friendship with Russia will be more useful than with US.

With the disintegration of the second world, should India shift its foreign policy focus from Russia to the United States? This question raises important considerations regarding the changing dynamics of global power and India's strategic interests. In this essay, we will explore both sides of the argument and analyze the potential implications of such a shift in foreign policy.

b The Case for Focusing on Friendship with the US:

1. Global Power Shift: The disintegration of the second world has resulted in a significant power shift towards the United States. As the world's leading superpower, the US offers India access to advanced technology, economic opportunities, and a strong military alliance.

2. Economic Partnership: The US is the world's largest economy, offering immense trade potential for India. Strengthening ties with the US could lead to increased foreign direct investment, job creation, and economic growth. Moreover, the US market provides a vast consumer base for Indian exports.

3. Strategic Alliance: The US has been a vocal supporter of India's rise on the global stage. Both countries share common democratic values and have a mutual interest in countering terrorism, promoting regional stability, and ensuring a free and open Indo-Pacific region. Closer cooperation with the US can enhance India's strategic position in the international arena.

b The Case for Maintaining Friendship with Russia:

1. Historical Bond: India and Russia have enjoyed a long-standing friendship dating back to the Cold War era. This relationship has been built on trust, shared interests, and extensive defense cooperation. Russia remains one of India's largest defense partners, providing advanced military technology and equipment.

2. Diversification of Partnerships: A balanced foreign policy necessitates diversification of alliances and partnerships. While the US offers numerous advantages, relying too heavily on any single country may limit India's diplomatic maneuverability. Maintaining a strong friendship with Russia provides India with an alternative avenue to pursue its national interests.

3. Energy Security: Russia is a major supplier of energy resources to India. Maintaining friendly relations with Russia ensures a stable and reliable energy supply, which is crucial for India's growing economy. Dependence on a single source for energy could pose risks, making it prudent to maintain ties with Russia.

b The Way Forward:

India should strive for a balanced and multi-faceted foreign policy that takes into account both the benefits of friendship with the United States and the value of maintaining ties with traditional partners like Russia. A strategic approach would involve leveraging the strengths of each country to advance India's national interests. This could include deepening economic and defense cooperation with the US while continuing to enhance strategic partnerships with Russia. By diversifying relationships and engaging with multiple global powers, India can effectively navigate the evolving global landscape and secure its position as a rising global power.
