Stomata refers to holes in the leaves for respiration. Stomata can be distinguished depending on the size and shape of the cells surrounding it.
The number of stomata differs from plant to plant. The number of stomata varies on the upper and lower sides of the leaves. In aquatic plants, most of the stomata lie on the upper side, that way they can breathe better.
In dicots , more stomata on the lower side of the leaves, that way they can avoid loss of water.
In monocots, the stomata number more or less equal on both sides.

To reduce or we can say for controlled transpiration the stomata are distributed on leaves accordingly.
To reduce the transpiration the most or large no of stomata are present at downwards on leaves, the plants living in deserts have the ability to reduce thier surface area in which the amount of stomata are reduced
