An atom is surrounded by 6 atoms inthe same layer, 3 atoms in the top layer, 3 atoms in the bottom layer... Hence 12 for an atom in normal layer.

But for the atom in topmost layer is sorounded by 6 in same layer and 3 in bottom layer..
