Since in year 2019, the government of India (GOI) abrogated the Article 370 of Indian Constitution by passing the Constitutional Order 2019 as per which the state of Jammu and Kashmir will now be subjected to the provisions of Indian Constitution.

A separate bill (Jammu and Kashmir Reorganization Bill 2019) was passed that bifucated the state into two Union Territories of Jammu and Kashmir(with legislature) and Ladakh(without legislagure).

Also, earlier this year GOI merged the U.T Daman and Diu, Dadra and Nagar Haveli to a single union territory.

Hence, going by that count India now has 28 states and 8UTs.
