A theocratic state is one in which God is the ruler, either directly, or indirectly through His chosen leader. The best example of the direct form is the children of Israel from their exodus from Egypt until Saul was made king. One of the more well known of the indirect form would be Iran, with the Mullahs leading the country based on their interpretation of what God (Allah) wants to be done.
We have no established religion in this country. Our constitution forbids any such thing. Look, it says right here in the First Amendment, right at the very beginning: 'Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise of religion.' It is contrary to our whole tradition of freedom of worship to have anything like an established religion."
