To be elected, a candidate must secure a certain minimum number of votes known as the quota. The quota is determined by dividing the total number of valid votes by the number of seats to be filled, plus one, and adding one to the quotient. If a candidate receives more votes than the quota, they are declared elected.

**Surplus Votes and Transfers:**
If a candidate receives surplus votes (votes beyond the quota), the surplus is transferred to the next preference mentioned by the voters. This transfer of surplus votes continues until all the seats are filled. If no candidate secures the quota, the candidate with the least number of votes is eliminated, and their votes are transferred to the next preference. This process continues until all the seats are filled.
