• Originally formed under the repealed
Electricity (Supply) Act, 1948; later substituted
by Section 70 of the Electricity Act, 2003.
• Comes under Ministry of Power- established as
a part-time body in 1951 and made a full-
time body in 1975.
• Vision: Ensure reliable 24x7 power supply of
adequate quality to all consumers in the
country.
• CEA provides technical support base to all
stakeholders in the power sector.
? Supports Ministry of Power for forming
policies in the power sector and to make
technical standards & regulations.
• Objectives:
? To formulate a National Electricity Plan
every five years for optimum utilization of
resources available for power generation.
? To satisfy the customers by providing
technically sound, optimal & timely
solutions/advice by achieving Customer
Satisfaction Index of 98% by 2021.
? To ensure 100% safety and security in
power system within 10 years.
Central Electricity Regulatory Commission
(CERC)
• Initially constituted under the Electricity
Regulatory Commissions Act, 1998; now a
statutory body functioning under Section 76 of
the Electricity Act 2003.
• It intends to promote competition, efficiency
and economy in bulk power markets.
? To improve the quality of supply and promote
investments.
? Advises the government on the removal of
institutional barriers to bridge the demand
supply gap and thus foster the interests of
consumers.
• Mandatory functions
? Regulate the tariff of generating companies
owned/controlled by the Centre if they have
a composite scheme for generation and sale
of electricity in more than one State.
? Regulate the inter-State transmission of
electricity and determines the tariff for
inter-State transmission of electricity.
• Advisory functions
? Formulation of National Electricity Policy
and Tariff Policy.
? Promotion of competition, efficiency and
economy in the activities of the electricity
industry.
? Promotion of investment in electricity
industry.

electricity boards, state governments,
central/state power utilities, independent
power producers, rural electric cooperatives
and private sector utilities.
• Objective:
? To facilitate availability of electricity for
accelerated growth and for enrichment of
quality of life of rural and urban
population.
• REC is the nodal agency for implementation of
Saubhagya-PM Sahaj Bijli Har Ghar Yojana
and Deendayal Upadhyaya Gram Jyoti Yojana.
? Aims is to provide 24x7 sustainable and
affordable powers to all households in the
country.
• REC is the coordinating agency for rolling out
UDAY/Ujwal Discom Assurance Yojana.
