Salary structure for IAS officers- 7th Pay Commission

In the 7th Central Pay Commission, the system of 'Pay Grades for Civil Services' has been replaced with 'Consolidated Pay Levels'. As a result, the IAS pay scale is now determined solely on the basis of 'Basic Pay', in addition to other allowances such as TA, DA, and HRA.

IAS Salary – Perks & Other Benefits

The IAS Salary is determined based on the grade of the officer, which includes basic pay, grade pay, and other perks and allowances. Some of these facilities are:

  • Dearness Allowance (DA): This allowance is an essential component of an IAS officer's salary as it is regularly increased by the government. Currently, it can go up to 103% of the basic pay, directly affecting the IAS Salary.
  • House Rent Allowance (HRA): HRA is given according to the city where the IAS Officer is posted, and the percentage varies from 8% to 24% of the basic pay, depending on the location.
  • Medical Allowance: IAS officers also receive a medical allowance, which they can use to get reimbursed for medical treatment.

  • IAS officers are provided with large houses as residences with low or no rent.
  • They can also avail themselves of the services of maids, cooks, gardeners, security guards, etc.

Transport

  • IAS officers are allotted one or more vehicles with chauffeurs for official purposes.
  • If given a government vehicle, they don't receive travel allowance (TA).

Security

  • Due to the high-profile nature of the job, IAS officers are provided with security guards for themselves and their family.
  • In case of a life threat, they can even get STF commandoes for their protection.

Bills

  • IAS officers generally get free or highly subsidized electricity, water, gas, and phone connections.

Trips

  • IAS officers enjoy subsidized accommodation in government guest houses or bungalows when on official or non-official trips.
  • They can also avail of accommodation in their State Bhavans when visiting Delhi.

Study Leaves

  • IAS officers can go for study leaves for 2 years and even undergo courses at reputed foreign universities. The cost of such courses will be undertaken by the government.
  • Restrictions apply, as only officers who have completed 7 years of service (6 years for North-East Cadres) are allowed this facility and must sign a bond to serve the government for a certain number of years after returning.

HRA (House Rent Allowances)

  • IAS officers are eligible to receive an HRA when they need to live in a rented accommodation at the place of their posting.
  • Their HRA depends on the kind of posting they get. If posted in one of the 8 metro cities in India, namely Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, Ahmedabad, and Pune, the HRA is 24% of the Basic Salary.
  • If the IAS officer gets posted into smaller cities with a population of above 5 lakhs, then they're eligible for an HRA of 16%.
  • If posted into a rural setting, the HRA is 8%. If an IAS officer chooses to reside in an official accommodation, they don’t receive an HRA.

DA (Dearness Allowances)

  • The DA is an allowance that the government pays to its employees to offset the effects of inflation and help them cope with the rising prices. DA started from 0% after the 7th pay commission recommendation and it stands at 31% as of December 2021.
  • The DA is revised twice a year based on the recommendation of the Cabinet Committee chaired by the Prime Minister. However, the DA had touched 107% of the Basic Pay in 2015 (before the 7th pay commission implementation).
  • The DA part is expected to be significant in the salary of an IAS officer in the future, especially as some of the other allowances (including HRA) are linked to the DA crossing the 50% & 100% of basic pay.

TA (Travel Allowances)

  • The TA is credited by the government into the accounts of the IAS officers to help them meet their travel expenses.
  • If an IAS officer is given a government vehicle, then he doesn’t receive any TA.

UPSC IAS Officer Salary: HRA And Transport Allowance

The HRA allowances in the IAS Officer Salary depend on the city of posting and range from 24% to 8%, as per the 7th Pay Commission norms. The commission has recommended enhancing the HRA when the DA crosses 50% and 100%. Transport Allowance remains unchanged, but the DA has been merged with it.
