National e-Vidhan Application (NeVA)

Why in News?
The Ministry of Parliamentary Affairs plans to hold a two-day National Workshop on the National e-Vidhan Application (NeVA) on the 24th and 25th of May, 2023 in New Delhi.

About the Workshop:


Objective:

  • The goal of the workshop is to encourage all state legislatures and union territories to adopt the National e-Vidhan Application (NeVA) platform.
  • The aim is to use technology to promote transparency, accountability, and responsiveness in conducting legislative business.

Workshop Details:
This workshop is the second of its kind, following the initial workshop in September 2018.

About National e-Vidhan Application (NeVA):


Nodal Ministry:

  • The Ministry of Parliamentary Affairs is the responsible ministry overseeing the implementation of NeVA.

Definition and Purpose:

  • NeVA is one of the 44 Mission Mode Projects (MMPs) initiated by the Indian Government under the Digital India Programme.
  • Its purpose is to transform the functioning of all State Legislatures into a paperless environment, creating a "Digital House."

Features:

  • NeVA is a user-friendly application designed to provide legislators with easy access to various aspects of House Business.
  • It includes member contact details, rules of procedure, notices, bills, questions and answers, committee reports, and more, accessible on handheld devices or tablets.

Present Status:

  • To date, 21 State legislatures have signed Memorandum of Understanding to implement NeVA, and the project has been approved for 17 legislatures.
  • Among these, 9 legislatures have already transitioned to a fully digital platform and are operational on NeVA.

76th World Health Assembly

Why in News?
Recently, the Union Minister of Health and Family Welfare delivered a keynote address at a side event session on "Heal in India & Heal by India" during the 76th World Health Assembly in Geneva.

About the Event

  • The event focuses on two initiatives: "Heal by India" and "Heal in India."
  • The objective of the "Heal by India" initiative is to promote the mobility of healthcare professionals from India to different parts of the world, serving the global community based on the Indian philosophy of "Vasudhaiva Kutumbakam" (The World is One Family).
  • The "Heal in India" initiative aims to provide integrated and holistic treatment to people worldwide within India, enabling individuals to access world-class, affordable, and high-quality healthcare services.
  • These initiatives aim to foster global healthcare collaboration, improve healthcare access, and leverage India's expertise and services in the medical field. By promoting international cooperation and patient mobility, the event aims to contribute to the well-being of individuals worldwide and establish India as a leading healthcare destination.

World Health Organization (WHO)

  • The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health.
  • Its headquarters are located in Geneva, Switzerland.
  • Its primary objective is to ensure that all people achieve the highest possible level of health.
  • The WHO's broad mandate includes advocating for universal healthcare, monitoring public health risks, coordinating responses to health emergencies, and promoting human health and well-being.
  • The World Health Assembly (WHA), consisting of representatives from all 194 member states, serves as the organization's highest decision-making body.

World Health Assembly (WHA)

  • The World Health Assembly is the governing body of the WHO.
  • It is attended by delegations from all WHO Member States and focuses on a specific health agenda prepared by the Executive Board.
  • The Health Assembly is held annually in Geneva, Switzerland, sometimes in special sessions.

The main functions of the World Health Assembly are:

  • Setting the policies of the Organization
  • Appointing the Director-General
  • Overseeing financial policies
  • Reviewing and approving the proposed program budget
  • Reporting to the Economic and Social Council in accordance with any agreement between the Organization and the United Nations.

The Health Assembly is composed of delegates representing Member States.

  • Each Member State is represented by up to three delegates, one of whom is designated as the chief delegate by the Member.
  • These delegates are selected based on their technical competence in the field of health, preferably representing the national health administration of the Member.
