Background
The Visvesvarava Plan
The credit of proposing the first blueprint of Indian planning is given to the 
popular civil engineer and the ex-Dewan of the Mysore state, M. 
Visvesvaraya.
Ideas of state planning were an exercise in democratic capitalism with 
emphasis on industrialisation4a shift of labour from agricultural to 
industries, targeting to double the national income in one decade.

M. Visvesvaraya, J.R.D. Tata, G.D. Birla, Lala Sri Ram and various academicians, technocrats, officials, and political

planning.

Created in 1944 under the Viceroy's Executive Council with 
Ardeshir Dalai (Bombay Plan controller) as member and 20+ 
expert panels.

Advisory Planning Board
Appointed in October 1946 to review previous planning 
work, including the National Planning Committee's, and 
recommend future planning machinery, objectives, and 
priorities.
