Introduction


The National Disaster Response Force (NDRF) serves as the primary entity responsible for executing rescue and rehabilitation operations during natural calamities, such as floods, cyclones, structural collapses, and earthquakes across India. Comprising dedicated officers and personnel committed to serving the nation, the NDRF's unwavering efforts consistently save numerous lives endangered by the unpredictability of nature. Over time, the force has modernized itself, implementing effective protocols and upgraded Standard Operating Procedures to adapt to the unique challenges posed by cyclones, floods, and various disasters in India. Currently operating under the Ministry of Home Affairs, the NDRF, led by an IPS officer, comprises battalions from the BSF, CISF, CRPF, ITBP, SSB, and Assam Rifles.

NDRF Structure and Mandate

The National Disaster Response Force (NDRF) is a specialized force established to provide a specialist response to impending disaster situations, as outlined in the Disaster Management Act of 2005. As the "Apex Body for Disaster Management" in India, the National Disaster Management Authority (NDMA), chaired by the Prime Minister, oversees its functioning. The NDRF consists of 12 battalions, with contributions from the BSF, CRPF, CISF, ITBP, and SSB, each comprising 18 self-contained specialist search and rescue teams. These teams, consisting of engineers, technicians, electricians, dog squads, and medical/paramedics, are well-equipped and trained to respond to both natural and man-made disasters, including chemical, biological, radiological, and nuclear emergencies.

Objectives of NDRF:

  • Combat all types of natural disasters, including radiological, biological, chemical, and nuclear disasters.
  • Conduct search and rescue operations in the aftermath of any natural catastrophe.

Role of NDRF:

Pre-disaster:

  • Provide disaster management training to local police, administration, local bodies, and other stakeholders.
  • Organize community awareness and preparedness programs while conducting familiarization and reconnaissance of vulnerable areas.
  • Impart training to teachers and school children in the management of natural disasters.

During-disaster:

  • Proactively deploy at level-III disasters.
  • Offer hi-tech specialist responses during search and rescue operations.
  • Provide immediate relief with available personnel and materials in affected areas.

Post-disaster:

  • Assist states in recovery and the restoration of normalcy in disaster-affected areas.

Since its inception, the NDRF has earned the admiration of millions of citizens by showcasing expertise and compassion in handling various disaster situations. The practice of "proactive availability" and "pre-positioning" of the force in threatening disaster situations has significantly contributed to minimizing damage caused by natural calamities in the country.
