Short circuiting :- see.... if the live wire and neutral wire comes in direct contact, due to defect or damage... it can be referred as short circuiting.
And.....
Overloading :- if the current drawn from the mains exceeds the safety limit.... it is referred as overloading.... so generally it's safety limit is (5 ampere for domestic line and 15 ampere is for main power line).
It can be prevented by using electric fuse in the live wire of a circuit.
