Ans.

HDI is made up of three indices: life expectancy (health),  expected years of education and GDP per capita. The basic formula for each element is as follows:
Health Index = (Life exp of India - Lowest Life Exp for any  country)/(Highest Life exp - Lowest Life exp)
This index and the other two indices are both between 0 and 1 with higher a  number implying a higher index.
Whereas earlier measures of HDI weighed each component equally and added them all, currently HDI is multiplicative. HDI = (Health)^1/3 * (Education)^1/3 * GDP^1/3
This implies that if a country has a low index in any of the three (say close to 0) it will have a low HDI. However, in India's case it's a case of a shameful trio.
India's ranking on GDP per capita (PPP) is 125,  on life expectancy at birth is 139 and on education is 128 (literacy). A low value on all three indices is bringing down India's average and it's not a surprise that India is around 135 on the HDI list. Compare it to Sri Lanka for example that is ranked 73, a country that has had civil war for over two decades. However, it's health and education indices are much higher than that of India.
