In the eddy current damping the disc is suspended freely between the permanent magnet. As disc is connected to pointer and spindle. It will rotate when the meter is used to show an reading . Thus when the disc roatate in the magnetic field as the disc is made up of condicting material it will induce some current by the principal of faradays law. This will slow down the speed of pointer and help in the damping.
