Carbon is not good at fully giving up or taking away electrons from a nucleus.
Its electronegativity is around in the middle in the periodic table.
It is more energetically favorable to share the electrons between the atoms and to donate and accept electrons. 
Carbon has 4 electrons in its outermost shell (and because each covalent bond requires a donation of 1 electron, per atom, to the bond) carbon has exactly four bonds to make, and is only stable if all 4 of these bonds are used.

Carbon makes covalent bond,,because it has four atoms in its outermost shell...if it will loose the atoms they require more energy,so it becomes stable by the making of covalent bond....to complete it's outermost shell.
