Given:
Price of sugar falls by 10%
Money sufficient to buy 18 quintals at the higher price

To find:
Number of quintals that can be bought for the same money at the lower price

Solution:
Let the original price of sugar be x.
After a 10% fall in price, the new price of sugar will be (x - 0.1x) = 0.9x

Let the amount of money sufficient to buy 18 quintals at the original price be y.
At the original price, the cost of 1 quintal of sugar is y/18.
At the new price, the cost of 1 quintal of sugar is (0.9x)*(y/18) = (0.05xy)

Let the new number of quintals that can be bought for the same money be z.
Then, (0.05xy)*z = y
Simplifying, we get: z = 20

Therefore, the number of quintals that can be bought for the same money at the lower price is 20.
