To find:
- Percentage votes of the loser candidate, B out of the total voters on the voter list

Solution:

Total number of voters:
Let the total number of voters on the voter list be x
Out of which, 30% did not vote
So, the total number of votes polled = 70% of x = 0.7x

Number of valid votes:
Out of the total votes polled, 1600 were declared as invalid
So, the number of valid votes = Total votes polled - Invalid votes
= 0.7x - 1600

Votes secured by candidate A:
Candidate A secured 51% votes of the total voters on the voter list
So, the number of votes secured by A = 0.51x

Votes secured by candidate B:
As there were only two candidates, the votes secured by B = Total valid votes - Votes secured by A
= 0.7x - 1600 - 0.51x
= 0.19x - 1600

Given, A got 4800 votes more than B
So, Votes secured by A - Votes secured by B = 4800
0.51x - (0.19x - 1600) = 4800
0.32x = 6400
x = 20000

Therefore, the total number of voters on the voter list is 20000.

Percentage votes of the loser candidate, B out of the total voters on the voter list:
Votes secured by B = 0.19x - 1600
= 0.19 × 20000 - 1600
= 2620

Percentage votes of B out of the total voters on the voter list = (Votes secured by B / Total voters) × 100%
= (2620 / 20000) × 100%
= 13.1%

However, we need to find the percentage votes of B out of the valid votes polled.
Percentage votes of B out of the valid votes polled = (Votes secured by B / Total valid votes) × 100%
= (2620 / (0.7x - 1600)) × 100%
= (2620 / (0.7 × 20000 - 1600)) × 100%
= 3% (approx)

Therefore, the percentage votes of the loser candidate, B out of the total voters on the voter list is approximately 3%.
